The government announced last week that they have cleared their preconditions to sign the strategic agreement with Pakistan and have submitted them to the Pakistani authorities.
Afghanistan has stated in its preconditions that Pakistan must proceed seriously and truly in the field of counter terrorism, complete performing of the transit-trade agreement between Afghanistan and Pakistan and partnership in peace process.
Janan Mosa Zai, foreign ministry spokesman said last Sunday “The Afghan foreign minister has presented the draft plan of the strategic agreement to Pakistani foreign ministry in his recent visit to Pakistan.”
He also added before reaching to stage of signing strategic agreement between Afghanistan and Pakistan, it is needed to talk about priorities and basic policies of Afghanistan and Pakistan and witness practical development in these fields.
Afghanistan has repeatedly considered Pakistan as a place for training Taliban and a house for them and claimed that intelligence of Pakistan supports terrorist activities happen in Afghanistan. Also analyses about Pakistan reveal that Pakistan does not act truly about the issue of Afghanistan and always follows two-faced policies to achieve its benefits and move forward to its regional and global competition.
From the other side, Afghanistan is depended on Pakistan for its trade transit because of having no access to international waters and this dependence has caused many problems and sometimes became a lever of pressure on Afghanistan.
Anyway we must wait to see the reactions of Pakistan against the preconditions of Afghanistan and will we witness any changes in how Pakistanis acts.
However the opinions have been pessimistic about Pakistan and analyses reveal the untrue and two-faced act of Pakistan to Afghanistan, but signs show that Pakistani authorities are not interested in not changing their view about Afghanistan.
After the visit of the Supreme Peace Council and then the visit of the foreign minister from Pakistan, practical steps although very small have been made by Pakistan. Rocket attacks from Pakistan to Afghanistan have stopped and this country has accepted to release some Taliban detainees which Afghanistan believes they can have effective role in the peace process.
Certainly the way that Pakistan will act about Afghanistan in future is more related to the Diyorand Line and how these two countries solve this problem. It’s been times that Pakistan is looking to solve the matter of Diyorand Line and even they have mentioned this matter in an unusual procedure in political and media meetings, but this issue is like a redline in Afghanistan and no reaction has been made to this subject matter.
Anyway we have to let time pass and see what the further actions of these two countries are about the strategic relations and partnerships and how the authorities of these two countries will be able to finalize and sign this agreement which is strongly linked with important and sensitive issues of both countries.
